With the new regulation, digital tracking, assessment and documentation have become even more important in OHS training. So what should employers in Türkiye pay attention to?

The Regulation on the Procedures and Principles of Employees' Occupational Health and Safety Training, published in the Official Gazette on 2 April 2026, reshaped the rules on planning, delivering, assessing and recording the OHS training given to employees.

The new rules require employers not only to deliver training, but also to manage participation, results and the effectiveness of training systematically.

For organisations with large workforces, shift work or multiple locations in particular, managing OHS training digitally offers a significant operational advantage.

1. How Is Job-Start Training Organised?

Under Article 7 of the new regulation, employees, including apprentices and interns, must receive job-start training before they actually begin working.

This training must be:

  • At least two hours long.
  • Practical and face-to-face.
  • Specific to the employee's job and the risks of the workplace.
  • Documented with signed records.

The duration of job-start training is not counted towards the basic OHS training hours.

In addition, basic OHS training must be completed within three months of the employee starting work.

This makes coordination between onboarding and training planning more important, especially in organisations with high staff turnover.

2. Basic OHS Training Durations and Renewal Periods

In the 2026 regulation, basic OHS training durations continue to depend on the hazard class of the workplace.

Hazard ClassInitial Basic TrainingRenewal Period
Less hazardousAt least 8 lesson hoursEvery 3 years
HazardousAt least 12 lesson hoursEvery 2 years
Very hazardousAt least 16 lesson hoursEvery year

Important: Periodic renewals of basic training are at least 8 lesson hours in every hazard class.

Employers need to track each employee's training history, last training date and next training need regularly.

3. Which Rules Apply to Online OHS Training?

One notable provision of the new regulation clarifies which topics can be delivered by remote training.

The first three topic headings of the basic training curriculum can be delivered remotely, face-to-face or blended in every hazard class.

The delivery method of the fourth topic heading, however, depends on the hazard class:

  • In less hazardous workplaces, remote or face-to-face training can be used.
  • In hazardous and very hazardous workplaces, this part must be delivered face-to-face.

It should therefore not be assumed that all OHS training can be delivered entirely online.

Employers need to take the regulation's topic and hazard-class distinctions into account when choosing the delivery method.

4. Tracking and Reporting in Remote Training Systems

Article 12 of the 2026 regulation also sets out the features remote training systems must have.

In remote training, the following must be monitored and reported:

  • Employees' logins and logouts,
  • Training completion rates,
  • Assessment results,
  • Other records relating to the training process.

Remote training systems are also expected to have features that prevent behaviours that reduce the effectiveness of training, such as fast-forwarding or switching tabs, and to support employees' active participation.

These provisions increase the importance of software that can track and report on training processes, rather than systems that only present training videos.

5. Exams and Pass Marks in OHS Training

Under Article 16 of the new regulation, employees' knowledge level must be determined before basic training, and an assessment carried out at the end.

In assessment exams:

  • At least 60 points are required to pass.
  • Employees who do not pass the first exam are given up to two more attempts.
  • Employees who do not pass these either must take the basic training again.

It is therefore important for organisations to track not only attendance, but also exam results and retraining needs.

6. Training Certificates and Digital Archive

Keeping training records correctly is as much the employer's responsibility as completing the training.

Article 26 of the regulation allows training certificates to be signed with a compliant electronic signature and archived electronically.

With digital archiving, organisations can:

  • Reach training certificates faster.
  • View training history per employee.
  • Spot missing records more easily.
  • Prepare for audits in a more orderly way.

Using a digital archive does not, however, remove the documentation and signature requirements set out in the regulation.

7. How Should Employers Manage OHS Training?

Under the new regulation, employers should not see training management as limited to preparing an annual training calendar.

Effective training management means identifying training needs from the day an employee joins, planning the training, tracking attendance and exam results, keeping the documents and delivering renewal training on time.

In organisations with hundreds or thousands of employees in particular, managing these processes manually can lead to lost time and tracking difficulties.
